Jealous toddler

Hiya,Im amum of 2 girls,a 2yr old &a 9 month old.My eldest is extremly jealous of her little sister.If she isnt whinging shes picking on her little sister.Earlier I turned my back 4 a second & she had jumped on top of her sister,with 1 hand pulling her hair,the other trying 2 strangle her.Can anyone offer any advice?

I guess she wants more positive attention. My eldest left teeth marks in his brothers arm once. I only knew he'd been bitten later that day when I gave him a bath. Little flamin animal like marks on his arm.
