At this age I would definitely choose board books rather than paper pages - more hardwearing!
The Usborne 'That's Not My...' range are fab, and there are loads to choose from. Otherwise, I would go for classics (although you risk them already having them I guess). So stuff like:
Any Julia Donaldson (Gruffalo, Room on the Broom, Stick Man etc)
The Tiger Who Came To Tea
The Hungry Caterpillar
Any Spot books
Each Peach Pear Plum
Meg and Mog
Or actually, any noisy books would probably go down well too...

E's favourite at the moment is Oh Dear. She loves all the flaps and it's great for teaching animal noises which she enjoys. In the Jungle is another winner a the flaps are massive. It's quite short too so doesn't require a great deal of attention. She brings it to me at least three times an hour to read, them toddles off to bring it back 20 minutes later.

We love "That's not my" books - loads on Tesco for under £5 ATM, just stocking up for Xmas and remembered this thread, as was going to look up some of Sofa Leopards recommendations too.
We also have some that have a built in finger puppet, which E loves and Asda do a hand puppet version too!

Agree that "That's not my" books are great for that age. In our house The Hungry Caterpillar has been a firm favourite since she was 2 (4 now) so perhaps one to grow into.
