I thought it was the year before they go to school you had to put their name down but I've heard if night be earlier. We are looking at private schools but dont want to miss putting his name down incase we can't afford.
is it area specific?

You can register your interest in a state school from as early as you want, but all this means is that you will be invited to any open day that they may have. All applications are managed centrally by the LEA, so for example Zoe is due to start school in September 2013. We had to submit our application detailing our 5 school choices by 15 January and found out which school she had been allocated last week.
Private school was our original plan and we visited several when Zoe was around 18mths old. She had an "interview" and was accepted to the one of our choice when she was around 2 yrs old ... mad I know.
