If they are attached to your GP surgery then I would start there, usually the practice manager can help you with this kind of thing? In my area they aren't attached to just my surgery but lots of surgerys so I would probably start with the complaints procedure for my PCT. The surgery should be able to point you in the right direction. I think it should be highlighted HV's are there to give you the NHS guidance and if that's advice she gives out wrongly in the middle of a clinic (where she can be heard by collegues etc) what advice does she give out whilst in people's homes!

I'm not exactly sure where but my friend has just recently sent off a huge complaint about our local Hv. She's gone above the local managers at the clinic so must be someone pretty high up she has written to.
They told her her 10 month old is far too overweight and she must stop breast feeding and give him water between meals! He's BLW so only eats what he wants and tbh a lot goes on the floor. He eats a healthy varied diet too which she explained but was made to feel like she is force feeding him junk. Which she doesn't of course.
