You don’t want to lug too much stuff as you move around the ward. Your first hospital bag will have what you need for labour and that first night or day. This second bag your partner can bring later. It’s also useful to pack it in case you need to stay a few more days than expected. It means you won’t need to send your partner out to buy you maternity pads, or ask him to pick an outfit for you from your wardrobe!
